The primary mission of the Westlake Building Department is to safeguard life, health, property and public welfare, while providing expedited quality customer service to the community.
Finance Services are provided by contract in accordance with the city charter. The firm providing the Financial services operates within all Applicable Florida Statutes. The Finance team consists of a Finance Director, Accounting Supervisor, accountants, and accounts payable specialists.
Oversees the preparation and administration of the Comprehensive Plan, zoning, long-range planning, subdivision, and public improvements as defined by codes; sets policy; and determines plan and zoning requirements.

The City Annual Budget is presented by the City Manager and adopted by the City Council in September of each year, and is effective for the fiscal year beginning October 1 and ending on September 30.
The Annual Annual Budget may be requested, viewed or translated through the City Clerk’s office.
The City of Westlake Code of Ordinances requires a valid Business Tax Receipt for all business locations within city limits.

State law requires the City of Westlake to submit financial audit reports to the Auditor General. The City is responsible for the completeness and accuracy of the electronic audit reports submitted to the Auditor General. The City and our Auditors are responsible for answering any inquiries regarding the content of such reports.
City Council Meetings are held at 6:00 PM, unless otherwise NOTICED, on the first Tuesday of each Month. Council Meetings are held at The Lodge at Westlake Adventure Park located at 5490 Kingfisher Blvd., Westlake, Florida.
The Program is an affordable and workforce housing assistance purchase program to maintain the economic and social sustainability of housing supply within the City limits at various income limits.
The City of Westlake contracts with the approved County Solid Waste Hauler for Area 2 of Palm Beach County for Solid Waste and recycling Services. Collection Services are provided by Waste Management, Inc. (WM).
The daily business of City operations is the responsibility of the City Manager, appointed by the Mayor and City Council. The City Manager prepares recommendations and implements the policy direction approved by the Mayor and City Council. The City Manager is responsible for the administration of City services by exercising effective leadership and management of the City. City personnel report to the City Manager.

The City Clerk is entrusted with numerous and diverse duties under state law and usually local ordinance. The City Clerk's Office serves as the Supervisor of Elections (Filing Clerk), the municipal secretary of the City, and the official secretary/recording clerk and liaison to the City Council and other Advisory Boards. The City Clerk is responsible for the preparation of the Council meeting agendas and minutes, and legal advertisements.

John Stanavitch has been a long time resident of Florida, relocating to Palm Beach county in 1979 where he attended local public schools. John continued his educational pursuits by attending college at Florida State University where he earned a Bachelor of Science degree in Economics and Political Science.
John returned to Palm Beach County after graduation where he enjoys fishing and boating with his wife of ten years. They are avid dog lovers who appreciate spending time with their chocolate Labrador.
Phillip Everett is a long time resident of Palm Beach County having grown up in the City of Belle Glade and a graduate of Glades Central High School. Phillip is an avid sports enthusiast. He participated in cross country track and wrestling during high school.
Phillip ventured into entrepreneurship by owning his own trucking company for several years in Palm Beach County. He is currently a store manager for an electrical supply company in Palm Beach County.
Election update – It is my understanding from the City attorney that we should be ok to handle the election is in March. The attorney is waiting on some final confirmation from the Supervisor of elections. The City clerk is working with the City Attorney on this matter.
Solid Waste – The calls have dropped to zero. We have had a little issue with the first homes closed in the Meadows but is has been addressed.
Seminole Pratt Whitney Road – There are no changes in the information from last week.
Election update – The City Clerk is responding to inquiries and continuing to coordinate the election process. I understand we are still waiting on some information and documentation from the Supervisor or Elections. The Notice of Election Ad has been placed and appropriate items posted.
Solid Waste – There are some minor start up issues in the Meadows with the new closings. The contractor is working out the issues and residents are being picked up.
The City Attorney, in accordance with the City Charter is appointed by the City Council as chief legal advisor. The City Attorney provides a full range of legal services to the City Council, City Departments, and all appointed boards and committees on municipal law issues. The City Attorney provides legal advice on various legal matters, including litigation, code compliance, contracts, planning and zoning matters and review and negotiation of City agreements. Mayor Manning and Vice Mayor Long Robinson represented the City in welcoming Fire Station 22 during the Grand Opening Ceremonies January 9, 2020.
Traffic Signals - The County was notified of the synchronization issues with the light at town Center Parkway South in conjunction with the opening of the fire station. Based on driving the area today it appears the county has corrected the issues.
Election update – The City Clerk has paperwork for three candidates and is proceeding to the next step in the process.
Permits are necessary to ensure that building code requirements are met. Inspections are done during different phases of the job to make sure that the installation is done properly and that the correct material is used for the job.
Almost every type of construction requires a building permit to be obtained and posted on site PRIOR to beginning the work, whether it is a new building, an addition, a remodeling job or a repair. Contact the building department to verify if a permit is required BEFORE starting the job.

The City is excited to announce that it has implemented CodeRED, a high-speed emergency mass notification service provided by the Florida based company OnSolve, LLC.
The CodeRED system will serve as the backbone of the City’s emergency planning and communications outreach to both citizens and staff. Time-Sensitive and critical communications will be pushed out to residents by telephone calls, text messages, emails, a CodeRed App, and posts to social media channels(coming soon) to inform residents to better protect life and property.

Palm Beach County Mayor Dave Kerner, joined by other local officials today announced the details of County Executive Order 2020-005 for the the reopening (with restrictions) of certain recreational activities and related facilities. It is #GivingTuesdayNow and the City would like to recognize the residents of Westlake, that banned together in generosity, and citizen engagement by donating to the 1218th Transportation Company for the Department of the Army Florida Army National Guard. Soldiers have been tirelessly on duty for COVID-19 since early March working at testing sites all over South Florida. Wesltake residents graciously donated hygiene items and expressed kind words to these soldiers. As Palm Beach County is has identified an increase of positive cases for COVID-19, the Board of County Commissioners during their June 23rd Workshop, determined that additional measures are needed to minimize the spread of COVID-19, and has directed the County Administrator to issue Emergency Order 12 mandating the wearing of masks or facial coverings in all businesses and establishments and in outdoor public spaces where social distancing is not possible.

Palm Beach County Fire Rescue in ongoing efforts has increased their two-person rescue unit by an extra person making it a three-person rescue unit. Such efforts will provide a higher level of service on fire rescue calls.

The Palm Beach County Board of County Commissioners approved the CARES Mortgage Assistance Program on May 15, 2020, to accelerate assistance to eligible homeowners whose households have suffered a loss of income due to COVID-19. The Emergency Rental Assistance Program (ERA) is a fund authorized by the U.S. Department of Treasury Emergency a to provide Palm Beach County residents with rental and utility assistance who are affected, directly or indirectly, by COVID-19 who are at risk of being homeless.

The City of Westlake is monitoring Hurricane Milton. Coordination efforts continue to be made with Seminole Improvement District in the monitoring of rain levels and potential flooding.

Residents shall receive complimentary, one 48 Gallon Trash Container and two Recycling Bins - (one blue 18 gallon or 25 gallon, and one yellow 18 gallon).
PLEASE NOTE: If you have not closed on your property, or have not opened your water utilities account, you are not permitted to order your Trash Container or Recycling Bins, please do not submit the form below.
The City of Westlake welcomes applicants to apply for assistance under the housing assistance purchase program. The program will provide assistance to eligible households purchasing property within the City of Westlake's to cover a portion of the costs of homeownership such as down payment assistance and/or assistance with closing costs.
PLEASE NOTE: You must be a first time homebuyer or not owned a home in the last three years to qualify.
